Rajesh Mehrotra is the driving force behind RedBooks. He has over three decades of experience in radio spectrum management practices, radio monitoring and the use of ITU’s Radio Regulations.

He began his career with the Ministry of Communications in India and was engaged in the coordination of the Indian national satellite network in addition to establishing a network of radio spectrum monitoring stations & the `Indian National Frequency Allocation Plan (NFAP)’. He represented India in various international forums. He helped incubate the nascent growth of the wireless area in India for mobile radio-communication technologies in the early 1990s by championing the availability of radio frequency spectrum for use by private operators.

Rajesh was selected by the ITU as a country-level expert for UNDP funded projects to define wireless frequency management blueprints for the developing nations of Nepal and Bhutan. He joined the Space Services Department of the Radio-communication Bureau at ITU headquarters, Geneva in 1997. At the Space Services Coordination Division of the BR he has been responsible for technical and regulatory examination of satellite filings. This involves analysis of technical and operational data contained in frequency assignment notices, batch calculations for detailed coordination between satellite networks & establishment of findings, management of databases and helping drive creation of software tools for analysis of satellite networks. He worked at the ITU for over a decade until 2010.

He has been Secretary to Working Groups at World Radio Conferences at WRC-03 & WRC-07 and at the Conference Preparatory Meetings (CPMs). Rajesh is an accomplished presenter and has read technical papers at all the BR seminars until 2008. In his role, he has conducted training programmes for officials from ITU member administrations and seminars for industry professionals on radio-communication related matters.

Rajesh earned his B.E. and M.E. degrees in Electronics & Communications from the University of Roorkee (now the Indian Institute of Technology, Roorkee). Rajesh lives in Geneva, Switzerland.
